• Panel Discussion about Artificial Intelligence and the Future of Citizen Interface with Parliaments

    How it was

  • On September 25th, 2025, Bússola Tech hosted a high-level panel discussion titled “Artificial Intelligence and the Future of Citizen Interface with Parliaments.” The event gathered parliamentary leaders and experts to explore how artificial intelligence can transform the interaction between citizens and legislative institutions.

Moderated by Mr. Luís Kimaid, Executive Director of Bússola Tech, the panel welcomed Mr. Fotios Fitsilis, Head of Documentation from the Hellenic Parliament (Greece), Mr. Jurgens Pieterse, IT Manager from the Parliament of South Africa, Mr. Stephen Dwyer, Senior Innovation Director from the U.S. House of Representatives, and Mr. Vishwajit Singh, Partner from HawkAItrack.

The session opened with reflections on the current state of AI applied to the public platforms of Parliaments, including websites, applications, and generative models. Participants outlined the initiatives being implemented in their respective institutions and organizations to enhance access, transparency, and citizen engagement through AI-driven tools.

The discussion then examined one of the key challenges for applying AI in parliamentary platforms: transforming legacy data into structured, machine-readable formats. The speakers shared perspectives on how parliaments can organize text, video, and audio data to make them more effectively integrated with modern AI systems.

A second round of interventions focused on identifying which citizen-facing interfaces should be prioritized for modernization. The panelists discussed how AI could be used to strengthen access to legislative information, improve searchability, and promote greater participation from the public.

In the final segment, participants addressed how user experience and system design play a critical role in making AI-powered platforms clear and intuitive for citizens. They reflected on the principles that should guide parliaments in developing accessible and user-friendly digital environments.

The session concluded with final thoughts from all participants, reinforcing that artificial intelligence represents not only a technological advancement, but also an opportunity to reimagine how citizens connect with their parliaments in an increasingly digital world.
