• Parallel event to the 10th G20 Parliamentary Speakers' Summit (P20)

  • Bússola Tech, in collaboration with the Association of Counsels and Attorneys of the Federal Senate (ALESFE), the Association of Legislative and Financial Accountability Advisors of the Chamber of Deputies (ASLEGIS), Sindilegis and the Organization of American States (OAS), hosted the "LegisTech: P20 | Artificial Intelligence in Parliaments" conference on November 7th, 2024. Held as an parallel activity during the P20 Speakers' Assembly in Brasília, the event convened parliamentary leaders, experts, and international delegations to discuss the modernization of legislative institutions through artificial intelligence.

     

     

    The conference focused on the theme of AI’s transformative role in legislative functions, highlighting its potential to enhance efficiency, transparency, and citizen engagement. Through presentations and panel discussions, the event addressed key opportunities and challenges, including ethical considerations, data privacy, governance, and the integration of AI within parliaments.

     

     

    The opening session featured a range of speakers, including Luís Kimaid, Executive Director of Bússola Tech; Kenneth Pugh, Senator at the Senado de Chile; José Cepeda, Member of the European Parliament; André Galvão, Vice-President of Sindilegis; Moises Benamor, Chief of the Parliament Section at the Organization of American States (OAS); Cleide de Oliveira Lemos, President of ALESFE; and Pedro Garrido da Costa Lima, President of ASLEGIS.

     

     

    Further presentations included contributions from Martin Kamprath, AI Advisor and Co-Lead of the AI Lighthouse Project at the Bundestag of Germany; José Pedro Montero, President of the Association of Secretaries General of Parliaments (ASGP); Juan de Dios Cincunegui, Senior Advisor of the Committee on Foreign Affairs at the Chamber of Deputies of Argentina; André Freire Silva, Coordinator for the Committees at the Chamber of Deputies of Brazil; Claus Koggel, Director-General, and Benjamin Drost, IT Director at the Bundesrat of Germany; Kyoungshin Kim, Inter-Parliamentary Relations Officer at the National Assembly of South Korea; Fuat Bayramoglu, Legislative Expert at the Grand National Assembly of Turkey; Filomena da Conceição, Director-General of the Legislative Process at the Assembleia da República of Mozambique; Alexandre Bess, CEO of LegalBot; Federico Fernandez, Head of Institutional Strengthening at the Senate of Argentina; and Brahma Mishra, CEO of MeetMonk.

     

     

    Panel discussions offered further insights into AI's application in legislative contexts. Topics included leveraging AI for transparency and participation, featuring Paulo Viegas, Legislative Counsel of the Brazilian Federal Senate, as moderator, alongside Alisson Bruno de Queiroz, e-Citizenship Program Coordinator of the Brazilian Federal Senate, and Juan de Dios Cincunegui, Senior Advisor of the Committee on Foreign Affairs at the Chamber of Deputies of Argentina.

     

     

    The conference also included a detailed presentation on the Generative AI initiatives at the Brazilian Federal Senate. João Lima and Lauro Cesar Araujo, both Legislative IT Analysts, were joined by Alisson Bruno de Queiroz, e-Citizenship Program Coordinator; Victor Marcel Pinheiro, Head of the Technical-Legislative Advisory Department of the Secretary-General; Tainá Aguiar Junquilho, Legislative Advisor; and Flávio Luz, Chief Budget Counsel, to showcase how AI is being implemented to modernize legislative workflows.

     

     

    The final panels delved into critical aspects of generative AI in legislative contexts. The discussion on Generative AI in Legislative Texts was moderated by Luís Kimaid, Executive Director of Bússola Tech, and featured Alexandre Bess, CEO of LegalBot; João Lima, Legislative IT Analyst of the Brazilian Federal Senate; and Claudio Nazareno, Senior Policy Specialist in ICT at the Chamber of Deputies of Brazil.

     

     

    The closing panel, titled The New Role of Parliaments in the Era of Generative Artificial Intelligence, was also moderated by Luís Kimaid. The session included José Pedro Montero, President of the Association of Secretaries General of Parliaments (ASGP); Luiz Fernando Bandeira de Mello, Counselor at the National Council of Justice (CNJ); and Moises Benamor, Chief of the Parliament Section at the Organization of American States (OAS), who shared their perspectives on how AI is reshaping parliamentary leadership and institutional responsibilities.

     

     

    The event concluded with an official photo, marking the end of a day filled with impactful discussions and the exchange of innovative ideas.
